XRM is designed for collective goal achievement. Goals are structured hierarchically: larger, long-term goals can be broken down into smaller, more immediate subgoals. For easier participant management, individuals may be grouped together, and these groups can take the form of an organizational structure.

Each participant sets goals according to their own priorities. In line with the OKR methodology, goals can include results—target indicators that demonstrate the goal's achievement.
